Implementing government development programmes at district or block level - livelihoods, self-help groups, skills, sanitation and infrastructure - through planning, coordination, community mobilisation and reporting.

People who want to work at the scale only government reaches. Programme roles and fellowships offer early responsibility over large budgets and populations, and the exposure is excellent preparation for policy or civil services careers.

Read this one
Many positions are contractual mission or project appointments rather than permanent government posts, with the insecurity that implies. Progress is throttled by bureaucracy, and targets are counted in outputs rather than change. Rural postings mean limited facilities. You will encounter leakage and local political capture of schemes, and how much you can do about it depends entirely on the administrators above you.
